Sample band-9 survey response.

Estimated band CLB 9

Prompt

Your city is planning to spend a large grant on improving the downtown area. The council is asking residents to choose between two options. Which would you support? Give reasons.

Option A — Build a new public library and community centre.
Option B — Expand the network of bike lanes and add green space along major streets.

The response

I would support Option A — a new public library and community centre. While more bike lanes would clearly benefit some residents, a community space gives the downtown a year-round purpose that streetscape changes simply cannot match.

My first reason is reach. A library and community centre serve every demographic at once: parents bringing children to story time, students preparing for exams, newcomers attending settlement workshops, and older residents looking for warm, free programming through the winter. Bike lanes, by contrast, mostly benefit people already able and willing to cycle.

Second, a building creates anchor activity. Foot traffic from a busy library spills over into nearby cafés and shops, which struggles to happen along a corridor of bike lanes alone. Investments that draw people downtown tend to repay themselves through small business growth.

I do recognize the appeal of greener streets, and I would hope future budgets fund that work too. For this grant, though, the option that brings the most people together — across ages and incomes — is the one I'd choose.

Content / Coherence — CLB 9

The choice is stated in sentence one, two distinct reasons follow ("reach" and "anchor activity"), and the closing returns to the choice without simply repeating it. The concession paragraph ("I do recognize…") raises the band by acknowledging Option B without abandoning the argument.

Vocabulary — CLB 9

Watch the precise nouns:

Readability — CLB 9

Sentence variety carries the band: short opener, two complex sentences with embedded examples, then a balanced closing. Commas separate parallel items cleanly. No errors block meaning.

Task Fulfillment — CLB 9

One option is clearly chosen and supported. The other is acknowledged, not dismissed. Word count sits in the target range. The register — civic, measured — fits a response to a city council survey.

What raised this above CLB 7?

Two things. First, the reasons are categorically different (people-reach vs. economic-reach) rather than two flavours of the same point. Second, the concession is real — it gives ground on Option B in a specific way before returning to the choice.
